How capacity works
An active member is a membership that is active in that community. Suspended, expelled and departed memberships do not count.
At the envelope: reads, existing member access and every money record keep working. Only the action that would add capacity is blocked, and the upgrade path is shown.
Creating and preparing a community is free and needs no payment method. The subscription starts when you publish, which is the moment the community becomes reachable.
Every core capability is in every plan. What changes is operating capacity. Larger plans also carry larger bounded bulk operations and saved analytics views; no capability exists in one plan and not another.
